Erratum and fix for OCAMS

An issue has been discovered in the labels of TAGCAMS and OCAMS .fits image data products released for Outbound Cruise, which will affect display or analysis of the images using the PDS labels.  The labels contain incorrect axis_array elements, in that the line and sample designations are reversed.  The version 1.0 labels will be replaced with version 1.1 labels with the issue corrected.  The data files are unaffected, and display or analysis using the FITS headers is correct.
 
The correct axis array element for all 1024x1024 OCAMS images should be:

The incorrect designation shows SAMPLE as sequence_number 1 with the a value of 1024 (which is really lines), and LINE as sequence_number 2 with a value of 1024 (which is really the number of samples).
